Nowadays most people use WordPress since it has grown beyond being just a simple blogging tool and can be used to create a variety of websites, even ones that are mostly just static pages, and not blogs. Plus, the number of themes and plugins is something you don't get with many other tools. So, I would say to start with WordPress unless you have a specific reason not to.
