Rankings for Google Maps, How to Optimize?

I have a good handle on how to compete for google organic rankings, but I am trying to help a friend get ranked in the google maps section for his local business.

I understand the steps follow to get listed, but how does google decide the top 7 to put on the first page?

Is the optimization similar to organic with backlinks, onpage and offpage SEO, etc.

Or is it completely different?

I recently purchased a product that had good advice on this. It wasn't cheap, and I'm not sure if it is sold out, but here is the WSO thread on the Warrior Forum:

Ken has also created a support forum and is available on Skype and really knows his stuff. Since it is a bit pricey I wouldn't get it unless you really needed it, but he has had great success in getting ranked in Google Places and has the examples to prove it.
