RE: Error 403 Forbidden
In this case it's usually best to contact hostgator. They will be able to give you more information on what the problem is and how to fix it, it could even be an error on their part, you never know.

RE: Error 403 Forbidden
It has been more than 24 hours before they share the problem BUT yet to allow me access to my websites which is really unnecessary.

For no reason, this script phplist which i have installed ages ago BUT did not use is sending out more than 500 emails/hr.

Now Hostgator is suggesting that i set the Cron job to every 15 minutes BUT yet to allow me access. Have been replying via my home PC and Iphone and the last email from them was to provide them my IP address so that they will only address for that IP address.

Seriously this problem could have been resolved much faster by them. They could have inform me the problem and suggest steps to take to resolve it in the following manner:

1/ Problem detected and the cause shared(phplist)
2/ To resolve, provide IP address to gain access
3/ Maybe provide step by steps tutorial on how to edit the Cron job(for non technical guy like me)

I am sharing this problem with you guys so that you can set your Cron job to the above acceptable limits set by Hostgator to prevent them from taking your sites offline!

Finally i am considering other hosting service like Inmotion. Anybody using it?
