Ratio of On-page and Off-page SEO Factors in Ranking

I've read quite a few times that a site's ranking's is based on 10% on page factors (i.e. keyword in title) and 90% off-page (i.e. high-authority inbound links). Is this true?

Nobody knows for sure
This is a highly guarded secret at google, and I believe it's always evolving.

I have made some experiments in the past about that but don't have a definitive answer.

All I can say is that the content is critical as I have tried to build mass backlinks to my euserreviews blog for a keyword phrase that was not mentioned anywhere on my blog... And I didn't manage to get ranked for it.
