Both are good. SEM in my opinion is a broad term and encompasses SEO, however if you differentite it like paid traffic and free traffic , then offcourse free traffic wins. While SEO wins SEM, its offcourse harder and more competitive. SEM is paid and is good of you're good at picking up right keywords, having better ROI. Most of people who try SEM usually fail mainly coz of same reason that their ROI isnt good. They pay more than they earn.
That said, the best way is a combination of both i.e. SEO + SEM

Hi friends thank you for all information. I know some differences between SEO and SEM.
There is a difference between SEO and SEM
Search Engine Marketing getting more visibility on and traffic from the search engines.
Search Engine Optimization getting more traffic and visibility from the search engine.
SEM also called inorganic and paid traffic
SEO is also called organic and free traffic.
SEO including things like keyword selection, on page optimization, off page optimization, and competitive analysis.

Both methods are originating from the search engines, however, SEM is typically referring to paid methods (PPC/CPM) and SEO is referring to free traffic you receive from organically ranking on the search engines.

I have found in my business that SEO is definitely the method that gets me better ROI. Though it can be more time consuming and picking keywords becomes a skill anyone can master, the profits are generated for months and years to come.
