Links to other websites and links from other websites is one way to move your page up the rankings but if they are not relevant to the content on the site then they will work against you and the search engines will assume you are just a link farm and will move you down.
It's a balancing trick, if your site only has useful links that relate to the content of the site then they will help improve your ranking. The same goes for keywords, if they are not reflected in the text on the page then they work against you, if they do reflect the content of the page they will be taken in to account. |

Actually this is not 100% true. From my testings links coming from irrelevant websites and from irrelevant context are taken into account by all the search engines. Maybe it will not be the case in the future but today it works like that. Right now the most important factors are the authority of the websites your links are posted on and the anchor text of that links. I'm only doing this when I'm working on a promotion.
