All depends on what you want to accomplish?

eg.

1) Are you wanting to develop web apps (then you'll also need to look into databases also eg. MySQL, MS SQL Postgres etc, then which platform you will deliver it on? Windows / Linux / Unix etc)
1a) next is what size web apps? for IM niche, for Enterprise Businesses, for Government?
1b) Do you want to develop something for websites/online businesses
2) is it offline software that you install on your computer
3) Online software that updates via the web (like abode air apps)
4) Mobile/Cell phone apps (such as iPhone / Smart Phone)
5) Will it be server based

please be a bit more specific so we can point you in the right direction.

For a total noob, it is best to start with BASIC, any variant will do, QBasic, Visual Basic, etc.

Then when you have learned the basic programming concepts, you can pick up other languages much quicker (Pascal, C, C++, Assembly, C#, Java, etc.), the only difference between them are the syntax used in each language. Other differences (regarding user interface, API, function imports, etc.) are due to difference in OS, platform and interface which you should not concern yourself with initially.

As you progress further, you will begin to pick up new interfaces, platforms and dump some based on your needs and the features offered.

For web programming, I would say PHP and MySQL interface is compulsory for a web programmer. Other languages are more like scripting commands and would differ based on your platform and what you hope to achieve (and yet they are super-powerful, usual web-bots are based on these scripts).
