Great method! I have seen similar methods where you are paying per click, and you use the ad as your promotion. ie: 'there will be a carnival this saturday at the park' - well there is no reason for anyone to click thee ad, they already know about the carnival. So your are going after the impressiions and essentially advertising for pennies or free.

Google might not display your ads as often, but they will be displayed. Don't forget about other PPC companies.
